Drumcree, Parading, the ECHR and the GFA Freedom from Sectarian Harassment: Towards Codifying a Decision-Making Framework?

Following the recent joint statement by CAJ and the International Federation for Human Rights FIDH (Northern Ireland : Human Rights must guide decisions on Drumcree Parade (https://www.fidh.org/en/region/europe-central-asia/ireland/northern-ireland-human-rights-must-guide-decisions-on-drumcree-parade)) this guest lecture by Daniel Holder, Director of the Committee on the Administration of Justice (CAJ) will unpack key European Convention on Human Rights (ECHR) and broader human rights compliance issues relevant to the current discussions on parading and counter protests.

Reflecting on ECHR case law including Vona v. Hungary (https://hudoc.echr.coe.int/#{%22itemid%22:[%22002-7646%22]}), the presentation will cover the balancing of rights of marchers, counter protestors and residents; the contemporary relevance of the proposals from the NI Strategic Review of Parading and Hillsborough Castle Agreements regarding the incorporation of the Good Friday Agreement ‘right to freedom from sectarian harassment’ into the Parades Commission decision-making framework and the ECHR compatibility of enforcing notification requirements in the case of spontaneous protests.

This lecture will be followed by Q&A and discussion. Tea and coffee will be served at the start of the event.
