About the Project
PROJECT OVERVIEW
Flynn was appointed as Principal Designer & Contractor to deliver the comprehensive cladding remediation and fire safety works at Arc Apartments, Belfast, a large multi-storey residential development comprising 457 occupied apartments. Works were carried out under a JCT Design & Build Contract.
The project formed part of a national building safety remediation programme aimed at removing non-compliant combustible façade materials and replacing with A1-rated non-combustible solution. The primary objective was to eliminate life safety risks associated with the existing cladding system whilst maintaining occupation and minimising disruption to residents in line with PAS-9980 recommendations.
Building Type: Occupied Higher-Risk Residential Building (HRB) comprising 474 apartments across six interconnected blocks ranging from 6–13 storeys in height. The development includes ground-floor commercial units, podium areas and a shared basement car park.
The project involved:
· Removal of existing combustible timber and zinc cladding systems.
· Removal and replacement of associated insulation materials.
· Installation of a fully compliant non-combustible aluminium timber-effect façade system.
· Installation of associated cavity barriers and fire stopping measures.
· Design, installation and management of full-height access scaffolding.
· Fire remediation works associated with the external envelope.
· Quality inspection, testing and assurance throughout installation.
· Maintenance of project compliance information and the fire safety digital management information.
The client brief required a compliant façade solution that would significantly improve fire performance whilst maintaining the architectural appearance of the building, achieving value for money and ensuring resident safety throughout construction, as recommended by PAS-9980 report.
The project involved RIBA Stages 4 to 6, encompassing design development, construction and handover. Flynn coordinated design reviews, construction sequencing and compliance verification processes to ensure the selected system met required fire, structural and performance standards.
Façade Compliance and BS 8414: A key project objective was ensuring the replacement external wall system achieved full compliance with current fire safety requirements applicable to Higher-Risk Buildings. Flynn worked closely with the client, façade designers, fire engineers and system manufacturers to ensure the selected non-combustible cladding solution was supported by appropriate testing, certification and performance evidence. The external wall build-up was assessed against the requirements of BS 8414 and associated guidance, ensuring the façade system demonstrated satisfactory fire performance and compliance with the regulatory framework governing high-rise residential buildings. Robust inspection, testing and quality assurance procedures were implemented throughout construction to verify that all components were installed in accordance with the approved design and fire strategy, providing assurance to residents, funders and regulators that the completed façade met the required standards for long-term fire safety as per PAS-9980.
