The successful development of COMAH safety report and specifically the “predictive” section is essential in demonstrating that companies have complied with the COMAH regulations and fulfil their responsibilities under the Health and Safety at Work Act. The aim is to ensure all potential hazards are identified, analysed and fully assessed.
There is currently no industry wide recommended good practice for completing the major accident hazard assessment, resulting in different methodologies and language, causing confusion and frustrations between relevant stakeholders. CDOIF are developing guidance through a working group including the competent authority and a range of industries.
The new guidance, Major Hazard Human Harm Risk Assessment (MHHHRA), is due to be released imminently. The guidance aims to clarify language and set out the principles of assessing major accident hazard scenarios to promote full coverage of all Major Accident Hazard Scenarios (MAHS) and a consistent approach. This should benefit all stakeholders through a more robust demonstration of major accident human hazard risk assessment, making the COMAH Safety Report process more efficient.
The presentation will set out the overarching high level principles and process flow set out in the draft guidance. The MHHHRA process is set outs as a structured and systematic approach and consists of four major sections; Identification, Analysis, Assessment and Further Measures. The presentation will then focus on the key principles of the 4 stages and highlight the potential challenges companies may face trying to apply these to different industries.
