Universal Credit and Housing Benefit - Supported & Temporary Accommodation
New regulations taking effect on the 5th October 2026 will introduce 5 earned income disregards for working-age people receiving Housing Benefit living in supported and/or temporary accommodation. While Universal Credit (UC) does not cover housing costs for specified accommodation or temporary accommodation (this is paid via Housing Benefit), these October 2026 changes specifically align Housing Benefit calculations with UC tapers.
Residents in supported housing and temporary accommodation nationally will no longer face a reduction in income when increasing their working hours, under new rules laid in Parliament on Monday 6th July 2026. Some vulnerable people in supported housing were having to choose between staying out of work, or risk losing their housing support, because of the effect on Housing Benefit. The rules for Housing Benefit created a 'cliff edge' that can keep people on benefits rather than supporting them into work. Some landlords were actively discouraging their tenants from taking jobs to protect their rental income.
As part of the Government’s commitment to move from a welfare state to a working state, the regulations change how Housing Benefit is calculated so it works in the same way as Universal Credit – a change that will incentivise work for 315,000 people when they come into force in October 2026.
