Over 25 years since the Patten reforms that followed the 1998 Good Friday Agreement, did reshaping the Police Service of Northern Ireland (PSNI) build its legitimacy as a shared, impartial institution rooted in human rights and the rule of law? Drawing on research and interviews with six former Chief Constables, the authors weigh implementation challenges, public disorder, legacy issues, and political fragility to assess policing's contribution to Northern Ireland's transition from conflict.
